New Standard Sets Competence Framework for Fire Risk Assessors
The British Standard BS 8674:2025 introduces a performance-based framework to ensure fire risk assessors operating in the built environment are competent, impartial, and accountable. This landmark code of practice responds to Grenfell Tower Inquiry Phase 2 Recommendation 26, which called for mandatory accreditation of fire risk assessors.
Why It Matters
The UK Government has accepted Recommendation 26 in full and plans to introduce legislation between 2027 and 2029, supported by UKAS-accredited certification schemes. Delivery plans and milestones will be published by the end of this year.
Requirements for Fire Risk Assessors
The competence of individual fire risk assessors will be determined through the following criteria.

- Fire safety legislation, building regulations, and standards
- Building construction, fire behaviour, and evacuation strategies
Skills
- Hazard identification and accurate risk evaluation
- Applying risk assessment methodologies and prioritising actions
- Producing clear, evidence-based reports
Application
- Demonstrate practical competence via case studies or real-world assessment.
- Justify decisions based on risk level and legal requirements
Professional Behaviour
- Ethical, impartial practice
- Continuous Professional Development (CPD)
- Effective communication with duty holders and enforcement bodies
Verification
- Competence validated through recognised certification or third-party accreditation
These Standards are applicable across residential, commercial, public venues, care homes, education, and healthcare facilities.
