Article 11 of the Fire Safety Order requires the Responsible Person to make arrangements for the effective planning, organisation, control, monitoring and review of fire precautions. The Fire Management Plan is that document, and it is written for the team who actually operate the building.
The plan details your fire safety systems and the management arrangements around them, so that property staff understand what is installed, how the systems operate and interact, what the evacuation strategy is, what each system was designed to do, how it is serviced, tested and maintained, which records need to be available, what to do when something malfunctions, and what their own role is in an emergency. It can be prepared as part of the fire risk assessment process or as a standalone exercise.
Fire safety systems are usually installed by one party, maintained by another and relied on by a third who was never told how they interact. The plan closes that gap, and it is designed as a live document: things get added as the building is occupied or vacated, altered, changed in use, or as systems are updated.
Written to be used by the building team rather than filed, and built to sit alongside your fire risk assessment rather than duplicate it.
