This non-statutory supplementary document aims to provide supporting information in relation to the Terrorism (Protection of Premises) Act 2025 Statutory Guidance.

The documents advise dutyholders on how to demonstrate compliance with the requirements of the Act.

Document A – Determining if you are in scope:
Provides practical methods for calculating the number of people reasonably expected to be on a premises or at an event, which is critical in establishing whether the Act applies. It emphasises using proportionate judgement, including staff and public in calculations, and reviewing assumptions as usage changes.

Document B – Clarifying scope in practice:
Offers a range of illustrative examples to help dutyholders interpret how the Act applies across different premises and event types, supporting consistent and practical application of the legislation.

Document C – Supporting implementation and capability:
Signposts training, awareness products and guidance (including ACT resources) to help organisations develop staff competence and deliver effective public protection procedures and measures.

Collectively – bridging guidance and real-world application:
The supplementary documents are designed to sit alongside statutory guidance, translating legal requirements into practical decision-making tools for assessing scope, applying the regime and building capability.

Organisations must clearly evidence whether they fall within scope, with occupancy levels forming the key trigger for compliance. They should then apply practical judgement - the guidance reinforces that compliance is about consistent, real-world interpretation, not just understanding the legislation. Next, they should build organisational capability - staff awareness, training and operational readiness are central to delivering effective public protection measures. And finally, organisations should take a proportionate approach - controls should be risk-based and scalable, aligned to the nature and use of the premises.
