Legionnaires' disease is a potentially fatal pneumonia caught by inhaling water droplets carrying legionella bacteria. If you control premises where water is stored or used and droplets could be inhaled, ACoP L8 applies and you are the Duty Holder. The risk assessment is where compliance starts.
A systematic, evidence-based assessment to ACoP L8, HSG274 Parts 1 to 3 and BS 8580-1:2019. We review previous assessments and water hygiene records, inspect the plant and verify the asset inventory, assess system design and operation, and evaluate the management arrangements behind it: written schemes, responsibilities, training, monitoring and contractor performance. Physical defects and management gaps are both found, and both prioritised.
We assess every system capable of growing and spreading the bacteria: hot and cold water systems, evaporative cooling, adiabatic cooling, spa and hydrotherapy pools, fountains and water features, humidification systems, vehicle wash systems and other specialised plant. The risk sits where water rests between 20 and 45 degrees, where nutrients, biofilm, scale or stagnation build, and where aerosols can form.
Cooling towers and evaporative systems receive specialist treatment: structure and condition, drift eliminators, fill packs and distribution, dosing and bleed controls, chemical treatment regimes, sampling programmes, cleaning and disinfection records, notifications and registrations, and emergency procedures.
Most legionella prosecutions do not turn on the absence of an assessment. They turn on an assessment that identified the risk and a management system that never acted on it. Assessing the written scheme and the contractor performance alongside the plant is what closes that gap.
